The Dabao Shinbun was published by the Davao branch of Manira Shinbunsha in 1942 after the Japanese army’s occupation, replacing the area’s existing Japanese-language newspaper the Dabao Nichi Nichi Shinbun. As part of the “cultural enlightenment” operation, the Japanese army delegated staff from Ōsaka Mainichi Shinbunsha (merged with Tōkyō Nichi Nichi Shinbunsha in 1943) to be in charge of the Japanese newspaper operation in the Philippines, while keeping it under military control. Manira Shinbunsha was established, after requisitioning local publishers, such as T.V.T. of the Tribune in English, La Vanguardia in Spanish, and Taliba in Tagalog. The newspaper consisted of the Japanese war government’s propaganda news dispatched by a national news agency Dōmei, local news, and entertainment among others.

『ダバオ新聞』はマニラ新聞社によりフィリピンのダヴァオ市で同地域の既存日本語新聞『ダバオ日日新聞』に代わり、日本軍占領後の1942年に発行された。「文化宣伝」工作の一環として、日本軍はフィリピンでの新聞報道を軍管轄下に置き、大阪毎日新聞社(1943年に東京日日新聞社と合併)の派遣社員にフィリピンでの新聞経営を行わせた。英語紙『トリビューン』、スペイン語紙『ラ・ヴァンガルディア』、タガログ語紙『タリバ』を発行していたT.V.T. 社など地元新聞社を接収し、マニラ新聞社が設立された。国営、同盟通信社が発信する日本軍事政権のプロパガンダニュース、地元のニュースや娯楽などが掲載された。
