The Chōsen Shinpō traces its history to the publication of the Jinsen Keijō Kakushū Shūhō in 1890. It was renamed to the Chōsen Shinpō via another title, the Chōsen Shunpō in 1892. It was published by Chōsen Shinpōsha in Incheon with a strong commercial orientation. The publication was initially only three times a month but increased to every other day after the publisher changed to Yoshie Aoyama in 1895. By 1902, the newspaper became daily. The newspaper merged with the Chōsen Times under Hagitani Kazuo’s leadership and established the largest Japanese-language newspaper published in Incheon, the Chōsen Shinbun in 1908. This Chōsen Shinpō was a different title from another Chōsen Shinpō published by Zai Fuzankō Shōhō Kaigisho (Chamber of Commerce at the Pusan Port) in Pusan.

『朝鮮新報』の歴史は1890年創刊の『仁川京城隔週週報』に遡る。後者は『朝鮮旬報』に改題、さらに1892年に『朝鮮新報』に改題された。 朝鮮新報社が仁川で発行する商業紙だった。当初は月3回の発行だったが、1895年に青山好惠により隔日発行になった。1902年の時点で日刊紙になっていた。萩谷籌夫が社主となり、1908年に『朝鮮タイムス』を合併、仁川で最大の新聞『朝鮮新聞』を発刊した。在釜山港商法会議所が発行した『朝鮮新報』とは別紙である。
